Penalties were high in them days !! Especially for theft, breaking and entering which were classed as very serious crimes against people's property -
as opposed to assault etc.
I suppose an Inspector of Nuisances was like an Environmental Officer today, dealing with obstructions, litter, etc. Another I have come across was a charge of emptying a cesspool in the DAYTIME, not allowed then.
