  Unscrupulous London people buy up cheap property (usually large family homes) down here, which is much cheaper than London and then either turn them into tiny boxes for homeless people or nere-do-wells and get the rent paid by the State direct to them, so it's easy, assured money, or they get a charity like Porchlight or Stonhams to run them after receiving funding from KCC.
