There are places in Dover that accommodate homeless young people (of both sexes); one is run by Stonhams, the other by Amicus, both are in Folkestone Road and an application is in for a third one, up my end of the road - needless to say the local residents are not happy.
I don't know why this young person didn't take accommodation at one of these places, they're all funded by KCC.
I'm not apportioning blame to any one, as I don't know both sides of the story and there are always two sides to any story - bits of truth on both sides and some emblellishment too.

Agree # 17 and # 22...even more reason we are in possession of the facts from the
Portfolio holder and or the Officer who were responsible for the matter or perhaps our
forum member the Leader of the Council.
