  Neither live nor work in the town...just like a tourist/visitor. The very people for whom the the money and effort was spent, so its said.
  All this reminds me of that fellow that can be seen, from early morn on into the night, sitting outside a local hostelry, watching as all work is done for him. At least now we may know him as a local property owner.
