Howard - no it is not a mere pr exercise. Many are being completely abolished along with some of the functions functions while Ministers will rightly take the responsibility for activities previously shifted off to quangoes so Ministers could then hold up their hands and claim 'not me guv'.
Others are being reformed.
No - it is not a money saving exercise but it is a shift towards better accountability, less government interference and more localism.
It, of course, suits the opposition to place their 'spin' on it, something you seem to have bought hook, line and sinker.

the money allocated to p.c.t's can simply be divided up to doctor's surgery based on how many patients are on the list at each.
let the local g.p's decide what extra services they wish to offer at their surgery.

18:5475143I think despite the best efforts to put a good face on this it strikes me that:
a) in many cases the Tories have fallen into the trap they perennially accuse Labour of, namely pulling power back to the centre
b) the conversion of Quangos into Expert Panels will save little if any money in the short to medium term and frankly is a PR blow job.
c) too little thought appears to have been given to the transition of responsibilities and the time required to do this properly. Good examples are the Film Council and the Human Fertilisation and Embryology Authority
