    I think its the prohibitive fence that kills this garden. People just see it as a kind of inaccessible no-go area and not belonging to them, so as a consequence just chuck bottles and so on over said fence. I was there at the relaunch/revamp in 2010 and all were full of optimism of having a nice garden by the river... but for me the fence kills it. The gate stopped working after a while so don't know what became of that..it was a heavy spring loaded thing if I remember correctly. who could open it!? Take the fence away and let people amble along the river, it brings life and responsibility. People feel its theirs then..
