You have a wild imagination and anyway, not being a Councillor any more I would not be in any kind of such discussions even if they were to have taken place. Besides, sadly, its your lot in charge at Westminster and what you describe would require an act of Parliament and most likely a public consulation.

It's called joint-working and all in an effort to save money.
Dover, Shepway, Canterbury and Thanet already share some responsibilities and I'm sure it will grow, but not (hopefully not anyway) into a Unitary.

Partnership working is a good way forward in public sector work and across the voulntary sector, but it has to be carefully audited to ensure parity - there is great potential for the unwary or naive groups to be taken advantage of or left in the cold. But overall, within its limitations, partnership working is a positive step.

Barry free swimming is costing DDC nothing. It comes from a government grant and funding shortfalls are being met by the PCT under health schemes.
We could have said no, but why? I negotiated intially with the PCT to fund deficits and they agreed providing they was a specific health content. Now it is up to others to fulfill!!
This is only for two years and we won't being picking up the tab afterwards. That has been made clear.

Brian , there will be a programme of targeted sessions agreed with the PCT & Vista Leisure to take up the funding agreed. It will be advertised by Vista in due course.
DDC are only the go betweens , picking up the funding & co-ordinating. Julie Rook has the responsibility for overseeing this.
