Martin , I may have the answer to the parking ticket in a car park issue ( but Im happy to be corrected ) I believe when the government transfered parking enforcement from police to councils , they also transfered the ability to issue penalty notices re tax discs at the same time .

But it was about her actually renewing the disc at the time the ticket was issued. No room for discretion, all about revenue.

All about revenue sums it up perfectly Bern, the parking attendants no doubt have targets which rise yearly and get tougher to obtain this leads to crass decisions just to tick a box!

I can categorically state that DDC's Enforcement Officers do NOT have targets they have to reach as regards ticket issuing.
If there was a sniff of them having targets I would jump very high and very hard, but they do not.

Write to the Manager of the DDC's CSU as he is also in charge of the Enforcement Officers.
This is part of an email I received from him in the summer. He is a straight talking no- nonsense man and honest.
"I would add that contrary to popular opinion, the Council CEOs are not on any form of bonus system or performance related pay, nor do they have targets to achieve."

i think it is one of those urban myths that officers are on any sort of bonus.
stewart used to be one, no doubt he will confirm the truth.

I saw a programme about Wardens in London, the official line was there was no targets, however the secretly filmed induction for new starters blew that out of the water! I cannot believe that if the income generated by these people fell there would not be questions asked, if there is no target culture why do they not try and be more helpful rather than hiding away waiting for the clock to tick over before ticketing another victim? You hear so many horror stories of the Dover wardens that unless they were born to the job they are keeping up their figures to satisfy the powers that be.

i wish they were brian, if they had then clarendon place and mount road would not have been blocked to all but the smallest cars.
maybe instead of lurking round car parks and parking meters they could address known problem areas.

As a former Parking Attendant (PA), I feel that I have more experiance than most (if not all) on this forum.
At no time were we instructed to hit targets, infact we were told to keep the roads in Town moving. I was the first PA to patrol Dover Town Centre and not issue a ticket all shift.
Bern, you state your blue badge was out of date (one day, one year whats the differance? It was out of date.) and the PA dosn't know if you are dissabled or not. You didn't state if you were in a pay & display (P&D) area or on double yellow lines (DYL). If you were in a P&D did you buy a ticket?
Martin P, each Council is different, I will repeat, at no point were PA's given targets whilst I was there. If you contact the manager at DDC and ask to do a shift with the enforcement officers, I'm sure that your attitude will chance towards these people.
These men and women are trying to do a job, to earn enough money to support their families. Try talking to them, ask them the questions youve possed here, after all these people are human.
Million-to-one chances crop up nine times out of ten.

Excellant post Stewart - well done.
I've been encouraged to spend some time with an Enforcement Officer by Nigel many times, but never taken up the challenge, maybe I will in the New Year; I can also ask about more frequent visits to the Clarendons.
Don't forget that most people who have been issued with a ticket have done something wrong - parked illegally or over their time.

Not being a driver I have no problems with the Parking Attendants, I wish they could stand outside the shop more and ticket all the East Europeans who park on the yellow line blocking the space that the blue badge holders use.
