Lorraine Sensicle has put up a wonderful website about Dover: The Dover Historian.
This too is volunteer work. It can also motivate people.
Preserving and caring for Dover and motivating others.
Dover Forum is a great place to come across interest in and news about Dover. It is also a place of clashes and disputes and outright confrontations on Dover.
If I understand rightly, you don't want anyone to have a financial income, but that everyone does only volunteer work.
Your problem here is, you probably also overlook other people's volunteer work!
You probably don't even understand the full meaning of volunteering.
