You may have noticed Ed that curiously HMS Severn bears an IMO number and Port of Registry (Portsmouth). You'll be very familiar with this - but for those who aren't, the International Maritime Organization number is a unique seven-digit identifier that is assigned to propelled, sea-going merchant ships of 100 gross tons and above. It serves to identify ships and is not changed when the ship's owner, country of registry or name changes.
Warships normally fall into one of the groups of ships that are exempt from registration.
When I last looked it seemed Severn was built as commercial venture by Vosper Thorneycroft and is chartered to the Royal Navy, hence her merchant ship status. I don't know what the position is with her sister-ships Mersey and Tyne.
