    A Taliban spokesman, Zabihullah Mujahid, claimed responsibility for the deaths, saying that insurgent fighters found the aid workers with "Christian propaganda in their pockets" and that the foreigners were "trying to convert Afghans."

    Gen. Kemtuz added, however, that he believed the aid workers had been robbed and murdered by common criminals, and not by the Taliban. He cited the account of the attack's lone survivor, an Afghan. "The survivor said that the robbers searched everyone's pockets first, took money and everything, and then started shooting," Gen. Kemtuz said.
