Peter and Bern, when I signed on, I always wrote down the names of the employers to whom I applied, and the name of the town/city, and presented the list to the jobcentre at the signing on interview.
They never once required that the employer sign to prove it, they always took me for my word.
They do this with everyone.
Even if one attends an interview for a job, the jobcentre take you for your word and never require signed proof from the employer who interviewed you.
The only case when the jobcentre will want to see proof from the employer that one has been to an interview, is if the jobseeker has asked the jobcentre to pay the travel expense for the interview, which includes an allowance for a small lunch.
So if you were both asked in some occasion to sign that someone attended an interview, I assume they were seking the travel expenses from the State, and a pint outside a pub in a not to close town to where they live, as well as a job.
However, when they told you that they really were not interested and yet you signed for them, you collaborated in a fib so that someone could get a tenner for a day out and a free pint paid by the State
