Totally agree with Mark and Barry. A radical solution is needed. We need to condense and concentrate the shopping area and amass it all together in the town centre.
The Charlton Centre should be bulldozed asap, and there should be no shopping at all north of the Tower Hamlets/Bridge Street junction. Everything up from that (ie: the whole of London Road to Buckland Bridge) should be housing.
The DTIZ should be fully excavated purely for its historical/archaeological treasures (who knows what amazing finds lay there?). It should then be landscaped into an interesting urban park, with low-rise, sympathetically-designed cafes, restaurants and historical visitor attractions (note: no Chavsda breeze block urban carbuncles), meandering up to Castle Street, linked through into King Street/Bench Street and the Market Square and also Pencester Gardens. The retail hubs should be redefined and centred intensively around the Market Square, Biggin Street and Pencester.
Limited traffic should also be reintroduced into the Market Square and Biggin Street.

This time last year, my friend's shop was struggling and he was thinking of packing it all in, I asked him why he did not advertise his shop, as people did not know what type of shop he was running?
His shop is just off a main road, so he put up a sign, (legally) on the main road, and is now thriving.
Visitors and even some locals need to know where these shops are. Perhaps an information board, or giant TV screen could be used to inform people of shops, cafes etc, in the area?

I feel we should go a step further and make Dover the "Amsterdam" of the UK.Brothels could replace the empty shops therefore resulting in a warm bright red glow over the Market Square most evenings as tourists busily go around window shopping.
Croc could paddle a canoe and take punters up and down the River Dour.
RogerW could issue 'knocking shop' loyalty cards similar to those given out by Wetherspoons ie after buying 4 coffees you get the fifth one free. Oh Matron
The Guest Houses would be full to the rafters,the bars would be over flowing with tourists and the expensive car parks would fill the council coffers.
As ASDA would say "You know it makes sense"

mmmmm, I have a good friend Marek who would be able to be a professional adviser on your project, he once owned a goodly proportion of the red light district in Amsterdam. I will be seeing him in a few weeks time for a few beers!!!!
