Although I do feel that my point keeps being missed. I am not moaning about Dover as a whole. Again the volunteers do a fantastic job (will checkout when things are happening) and the attractions we have are amazing. That is why I think it is a shame that it is the town center (lack of shops) that lets Dover down. Who is in charge of the rates? I am not overly politically minded so please forgive my ignorance on these matters. I can only speak as a resident and how it appears to be.

The Inland Revenue[HMRC] decide premise rates, not local authorities who have a responsibility to collect them ,send them to government who then decide how much to return locally.

But there is more to regeneration and the energy within a town centre than the rates - although clearly they are significant. And there is an obvious lack of chutzpah and verve, shall we say, regarding the town centre...........

a very common misconception that the council sets business rate, another is that the council owns the shops and rents them out.

Another is that people think the Council have oodles of money to spend left right and centre, and can 'force' shops into an area !
