thought i would resurrect this one, we are living in an era with little public money to be spent on basic things.

Have always thought it an excellent idea - make them repay the damage by restoring some of the damage done, by community service. Clean up derelict property, streets, railway stations, etc ???

They can't clean up derelict properties if there is a commercial gain to be had from it.
They could have been used for planting in the Town Centre ( they were when I was Dover Business Support Manager a couple of years ago). I did say that they should be used to paint/stain the benches in Town and the railings too.
The District Council would like to enage them more, but I see very little evidence of it. They could be used to weed along the streets - the next contracted weeding session is not till September.
Volunteers have done most of the above (apart from weeding) and well done them, but I do think we should be using these offenders more. Folkestone Road could do with them - maybe after the dustmen have been, but also for weeding.

Couple of issues here;
1; the contracts for street cleaning/grass cutting should be tightened up and such
as is expected, if they drop rubbish, pick it up
when they cut the grass take the cuttings with them
2; on community pay back, thats a great idea, and im sure they could be kept
busy throughout the district

As far as I am aware the Community Pay Back have been painting all the railings around St Mary's Church area in the last few weeks and making a good job of it.
Where they go to do their work is up to the Probation Service but I know they are always looking for new ideas on projects, so if you have one why not contact them.
I do see and talk to some of those on Community Pay Back when they are at the Mill doing work and a good number do take pride in the jobs they are given and it is not all about litter picking. We have had tradesmen on Pay Back at the Mill and we have made use of their skills. Carpenters who have renewed window frames, electricians renewing lights and builders laying paths etc, Those on Pay Back are not all wasters, yes they have gone off the rails in one way or another but a good number take it on the chin and would rather complete the hours given to them with useful jobs, which in turn does benefit the community.
