We had our meeting yeterday and although some of it was in the 'Pink' and I can not talk about that here are some of the facts and figures and some of the questions that were asked along wth some of the Statements.
Marianne Abley from the LGA Local Goverment Association stated that 38 Authorities had already go together in Joint Management and that they had all worked,some with a saving of £1.4 million,it also gave the Council more clout and enabled the Councils to combime more department.
The idea is to bring in outside H.R. consultants to see if either of the Chief Excutives are suitable or wether it should be advertised.The idea is not just to find a new Chief Excutive but also a senior management team this is where the savings will be made.
My first question was did M/s Abley know of the Council in Lincolnshire that joined together and had to be seperated as it didnt work,she admitted she did know this case,which went against what she had said that they all had worked,and another thing is only 38 Councils have combined so far out of several hundred Councils.
We also discussed if there would be a deputy Chief Exc but Cllr Scales wasnt sure if this would be the case or not,and he said it was not going to be a Unitary but we couldnt be sure how far the joining together would go.
Because the best and worst case estimated costs are in the Public Papers I can give you those.

excellent post john, if i am not mistaken every council job from street sweeper to chief executive has to be advertised.
normally this is in the local press, the grauniad and the local government periodical.
this then begs the question of the need for h.r. consultants to be involved.

Legal advice had been sort reguarding shared payment of redundancy but at the present time nothing can be found although it was suggested that Shepway were employing a Q.C. to investigate as if someone is made redundant then the other Council can not pay any of the redundancy.
The time scale for this is 3 to 6 months and would not stop any joint working with any current Council or any new agreement.I have tried not to get political on what I have told you so far.
My personal feelings are that it has been rushed,the savings although sounding alot,will when everything falls into place will not be as large as you think,why is being rushed at great speed .....Election in May....There is also a lack of trust,why Shepway,why not Thanet or Canterbury,Cllr Scales said that to Dover people it seemed close for Shepway....I am a Sandwich born and we have nothing really in Common with Shepway except politically for the Tories there is no big Labour Group,yet Thanet has a Strong Labour Group and should be the ruling group after May

I am not bring political on this either.
I remember this being talked about well before Christmas so not exactly being rushed into. I believe we have a lot more in common with Folkestone and Canterbury than any of the Thanet towns, I would hate to be linked up with them.
