    Unfortunately, Reginald, I think it’s highly unlikely that he was there to gather any evidence or enforce planning, as nobody from DDC has bothered to do that for 2 years. Shame though that he can’t even be bothered to adhere to the very conditions he and his cronies put in the first place. They will be laughing on the other side of their faces if, god forbid, there is an accident, and someday is injured. It’s a dangerous road junction.
