Yes, Keith, this is the question both we, a number of people in Dover and our solicitors have been asking DDC repeatedly to no avail. They refuse to answer this question and take any action against the car wash operator for his innumerable breaches of planning conditions, that he persists in breaching on a daily basis, - so much for transparency and planning enforcement in local government!
