As I'v stated before other towns bring in tourists

Roger, Menon is the MD of a very large organisation, he doesn't have time nor should he have the inclination to wrote a business plan about tourism in Dover. He is doing his bit by creating jobs.Besides, anybody can write a business plan, its implementing it that is difficult.
As for a volunteer working along these lines, who/where is this person? Who recruits him/her? What is his remit? Who does he report to? Why would he do it?
Until those questions can be answered Roger its a pointless conversation
