  Stack is for Freight, not tourist traffic, no immigration or Customs checks in Dover for French bound traffic, there are PAF checks but doubt very much they could operate anywhere but within the confines of the Port. It is a pain for everybody involved in it, the only way to control it would be to have a large amount of police officers ready to be deployed every time there is a snarl up but as it becoming harder and harder for them to police the county to a minimum standard that can not happen.
