Just received response today .Only one bus boarder is placed in a location such as this one .If a passanger cannot get off or ontthe bus then the driver can be required to wait until the bus in front moves on .If you have a wheelechair the driver can place a ramp for easy access.
The flooding issuie is being dealt with .
