I agree Howard.
I had an email last night from a local resident complaining about behaviour and intimidation by "non-English" people, but our own are just as bad.
The problem is that people know there is no real deterrent or punishment to the bad behaviour (and that can take many forms) because at the end of the day, if they say to DDC they are homeless (even if they've made themselves homeless by their behaviour), then DDC have a duty to house them.

i know that courts can deduct fines from peoples wages or benefits if they make the application.
perhaps one of the legal team at DDC could look into the idea of taking rubbish away from the front of houses and then charging the occupants for the service.
stuff is just chucked out, often in open bags, and it is expected that the binmen will sort it out.
Again....as on another thread - why can't people be expected to repay re-homing by working on a voluntary basis......decorating someone home, doing some gardening, whatever, as a re-payment for housing or benefits? It makes perfect sense.

for some strange reason, our political coves of all colours do not go along with what most people think.
we have all these tv licence evaders, council tax refuseniks, persistent drunk and disorderlies, councillors that nick seats for the elderly.
prison is not the answer, or fines too.
they should be encouraged to pay their debt to society, and then feel better about themselves.
