Basically we have free parking on Sundays with only double yellows being no parking zones. No traffic wardens on a Sunday with the cops booking cars parked illegally,dangerously or blocking bus stops. Seems to work well and people still come to town and use the free car parks along the seafront which basically goes right around the island and believe me during the summer months the island is full of hire cars and UK reg cars.

Shepway Band D 246.Shepway has collects more money per dwelling therefore more money to spend .

with regard to the leas, the coastal park and the shops folkestone does score over dover.
it helps having a billionaire underwriting projects and of course the lottery funding of the coastal park.
the harbour is utilised to its full potential just a pity about the derelict railway port and sea front.
With respect, it isn't wholly about having more dosh, it's also about how you spend it and the kind of advice you get, and crucially, act on.

It is also about
the demographic mix of the town and its catchment area
the level of employment/number of households on benefits
ease of access (routes into and around the town, parking availability etc)
Funding availability to first, second and third sector organisations
co-operation between interested parties
Quality of advice, ability/willingness to act on it
Quality and timeliness of delivery

I used to run a shop in the De Hahn funded Old High Street/Creative Quarter and know many of the people who were down there. Sadly all that money has not meant high quality and timely delivery of works, nor anything other than p**s poor delivery of support/services to their tenants. In fact they are so poor that the majority of their tenants have either moved on to other locations in Folkestone, or gone bust, or shifted to other methods/avenues of selling their wares.
Folkestone is not a model we should be looking to emulate
It works in parts due mostly to having
a larger popultaion
a much larger middle class
Its local authority is not fundamentally any better or worse than ours when it comes to service and support delivery.
Dover needs to look to its own strengths and weaknesses and build on the former and eliminate the latter.
We cannot rapidly change our demographic mix, but with the right use of planning controls & the right encouragement to business etc. we can make a start.
We need to emphasise the Castle, Western Heights, White Cliffs, Roman Painted House etc.
We need to reconnect the town to its seafront by as soon as possible putting in one or more land bridges across Townwall Street
We need to create a sense of civic pride amongst Dovorians and talk the place up

Well I do agree with all Ross says! Folkestone, though, behaves better in the PR department I have to say - as you indicate Ross - Dover needs to emulate that bit at least. It is true we cannot impact the demographic but we can reduce the risk of it dragging the town down, and we can big up the positives. We have so much we can promote, and the re-connection between seafront and town is crucial.

Been over to Folkestone this PM for a spot of lunch at the harbour, and have to agree with Ian. Lots going on, with children playing in the fountain and some great, new eateries. Can highly recommend the fish 'n' chips at the Smokehouse, and there's a swanky new restaurant called the Rocksalt that certainly looks worth a visit. I think the key thing is there is some vision here, a clear sense of direction (of course, not everyone will agree with the direction!), but visible signs of things happening. That in itself, encourages other potential investors to start looking.
