  Yes it is definitely government by opinion poll. But even yesterday on Sky News, yes even still, they were talking along the lines of..."what a PR disaster the George Osborne budget was.."
  
  Osborne has been forced into being embarassingly defensive now on several measures taken. And each week the Budget reveals another ugly measure, currently the charity shambles, so that suddenly Osborne's whole reputation for competance has taken a nosedive.
  
  Couple that with the tanker driver/ jerrican fiasco and it really has been a bad time.
  
  In opposition the Conservatives made much of these multi-signed letters to the Sunday papers...they even used this phenomenon as a weapon in their election campaigns, but now the boot is on the other foot, the same multi-signed letters are in the papers, but aimed at them.
