i think that the issue is one of evolution over revolution, shared services is a relatively pain free move forward in the direction of a unitary authority.
if something as big as this is rushed then total confusion would reign.

i dont share your view
all the 2 main councils will continue to stall
just look at the costly exercise over trying to have a shared chief exec
that came to nowt

valid point keith, 2 top of the pay range executives remain, i hope not at the expense of lower paid officers.
these things do take time though as everyone guards their back and tries to protect their job.
