  Quite so Pauline- but this is what is happening right across the UK. The current system of government with all its preachings and austerity cuts do not take these idiots into account- and crime/anti social behaviour chugs on regardless with no risk of apprehension or effective legislation. Then there are those who would say you are being judgemental and would describe these louts as the product of the society which every one of us has had a hand in creating.
  So what is the solution -throw them all in prison? Nah that would cost a fortune and create even more drunken idiots.
  Disappear them? Well I can't really see Himmler being allowed to stalk the streets of Dover...
  The Answer- localism . New local laws- local policemen, local taxation, local transport,local control of benefits,local power generation,local dealing with local idiots.
  The green shoots of localism are appearing in Dover now. Everything must be done to nurture, fettle and refine them.
  Idealistic? why not?
