    Roger, there is no urgency - the money belongs to the people of the specified area to use how they collectively see fit over a 10 year period.

    As far as I know everyone can get involved who lives, works or uses the area for leisure activities, there are restrictions on councillors and others, but as residents they can get involved and have the same voice as everyone else (I think it is likely we will want to maintain a register of interests). Also the money cannot be spent on anything that is covered by statutory obligation on another party.
