Howard, I think the simple rule of thumb answer to enforcement is .
Double yellow lines-civil enforcement officers, non restricted areas-police.
But I think you probably know that.
Whichever way a solution or non solution occurs , I reckon there will be publicity- either because of no action or action that
causes residents to modify their habits.

Parking Control Zones work in other towns. Permits only for residents with no off-street parking. Other people - either pay & display or strict time limits. We spent 6 months in Farnham which has such zones. It works very well.

Another aspect to think about is the fact the there is very little difference in width between Regency's Plaxton Primo and Stagecoach's Optare Solo. Perhaps the Stagecoach drivers are more cautious.

if a regent driver encountered a problem he would then go back down malvern road along the folkestone road up belgrave road to clarendon place and drop people off there.

It's still partly a driver thing Howard with the Regency chaps being more accommodating and Stagecoach sticking to the route and nothing else.
Going back to posts 24 and 29, the buses are now again going through the Westgate Tower although apparently according to Stagecoach bosses they couldn't!
