  We should cap all taxpayers funded pension contribution at a max of £20000 earnings
  
  And do not payout on these pensions till 65 years of age
  Public sector worker earnings over £20'000 should pay it themselves
  
  £1 in every £5 you pay council tax is to pay pensions
