Which is why you should look at the Crime Survey for England and Wales which is done from a general survey of the population by the ONS rather than merely looking at reported crime.
I'm awfully sorry to tell you this but crime is DOWN. Apart from newly invented non-crime like 'hate crime' one suspects, though if we're talking about whining Mohammedans after Manchester and London Bridge ,I don't suppose that the Japanese in the USA were flavour of the month shortly after Pearl Harbour.
