 - Parish councils 
 A question for the more up to speed of you on these  things.
 
 Do parish councils have the legal rights to spend cash on any vanity project they vote for ?
 
 Is there any controls on them Regarding  spending ?  Considering the tax payers do not have the option of not paying for it .

 - As things stand at the moment Town and Parish councils set a precept and District Councils have to pay that to them. I don't believe there are restrictions on how they spend the money.

 - Yes they can spend it on 99% within the parish but having been a cllr on no less then four councils I find most do not want to spend the amounts they get .
