  I think its a genuine fear. After the way politicians have shown themselves to be corrupt liars, they realise that the voters don't really want them any more and a viable alternative could mess up their nice comfy lives. The football analogy only works in as far as the lower teams are so far away, but if one were to get promoted every season and in the premiership soon, then the analogy would fit much better. If Man Ure had for example slagged off Swansea a few years ago...
