I too would prefer decision making to be closer to the people impacted, but recognise that the only statutory responsibility parish/town councils have is the management of allotments.
Any additional responsibilities are delegated from higher authorities, which of course means they could be taken back...
What is required is a wholesale change in the structure of local representation and governance and the laws & rules that cover it; anything else is just tinkering.
There ought to be a move to smaller unitary authorities particularly replacing the existing county councils, with a comparable transfer of responsibilities to parish/town level. This ought to lead to a smaller number of councillors overall.
