Just a thought. Whilst dualling of the A2 might be a nice thing to do (is it true that the only traffic lights between Dover and Inverness are at the Shepherdswell crossroads) why should this be a priority for government spending on infrastructure?

I am not aware of huge regular 'hold ups' on the A2 (unlike on the M25 Thames crossing or M25 between Gatwick and Heathrow) and when there might be problems with crossing at Dover the plan seems to be using either Manston as a temporary holding area or the new lorry parks planned for near Ashford.

Is dualling of the A2 a rather expensive solution in search of a problem?
