    The NHS is funded by the taxpayer.
    If we follow up on Reg's post: "with patients who can afford to pay more getting better care", it would be the equivalent to a wealth tax for the financially better-off when they access NHS services.

    Or it could mean the financially better-off pay more, but receive better care than the others.

    Which is the case, can anyone illuminate here?
