An efficient government needs to be supported by civil servants at their desks, working hard; alas, it seems that many are still at home - and may or may not be working hard. slight snagette is that JRM has been leaving his cards on the, er, empty desks, rather than mailing them to the civil servants at home. So much for an Eton education, I guess.
