    Start by privatising the NHS and bring in an insurance funded system such as they have in Europe (not...the USA). That is how to start David.

    Private companies, DT1, do have far better cost controls, generally, than the public sector, it is a matter of survival, not to do so means bankruptcy. The public sector does not have such disciplines. They also are far more efficient and employing two people to do the job of one would bankrupt the business.

    Howard of course of spot-on but centralised purchasing might solve one problem but creates another one of an increased central control.
