    David is right. The Senate (let's call it that) needs to be no more than 50 of the great and good from various fields of life. Having ever been an MP or senior civil servant should be an absolute disqualification. Party allegiances must be left outside the door. The Senate should have the power to block silly laws emanating from the Commons, while leaving the Commons to get on with its daily business. The constant back and forth between the two Houses of Parliament is a stupid anachronism (ping pong is what they call it).
