So, do councils pay JSA according to you? My reference in post 1524 was to JSA (unemployment benefits), which the State pays, not councils.
My point there was, spending should be to an extent decentralised with more responsibility going to local Gov., including JSA, who in return would receive a higher proportion of tax from their local area (district/county).
This would be an incentive for local Gov. to improve the economy in their own area and get more people into work.
Meaning more accountability due to increased responsibility.
Of-course you do not need to agree, but if you want to start signing off all posts directed at me as Barry does, with "you don't understand anything" and the like, then that would effectively create a cobbled together alliance between Tory and Labour on the Forum
