    Considering that tax is another word for contribution, the essential way forward to govern taxation and spending is the one I have proposed to Government:

    A larger proportion of taxes/contributions/revenues (more or less synonyms) should go to Local Government, and a smaller proportion to the Central Treasury. And more financial responsibilities should go to Local Government, including, for example, the payment of unemployment benefits.
    This would achieve greater accountability, while encouraging local economic production. In particular as Local Government would never be allowed to create a public debt or borrow money.

    As a result, there would be less indiscriminate taxation on the part of the Treasury, such as VAT and a few others, and no more need for the sale of State bonds and gilts, so-by reducing the Public Debt.
