    I have to partly disagree Gary, I believe the wealthy would be prosecuted with an illegal loophole.

    I definitely wish there were not so many legal ones for them to wriggle into, these are the ones that MUST be closed permanently. The trouble is is there a will from governments of any colour to do so, they certainly seem to be in no rush when these loopholes appear.
