Ahhh actually Peter is recorded that he was advised correctly on gold by his Civil Servants (as he was on pensions reform matters among others) but he just dismissed the experts and did what he wanted to do regardless. I think it was a Labour insider called (Peter I think) Wyatt who first revealed this fact.
And that is the point.
Local councillors cannot be surcharged if a decision was wrong if it was on the advice of their professional advisers. If, however, they do not go with such advise ignore it and do the opposite, get it wrong and the taxpayers get a judicial review having lost them money, the councillors who voted go against the advice can get personally surcharged.
We need that kind of rule for government.
