    The state has an asset in the form of RBS & Lloyds Banking Group shares, as with all shares they can go up or down in value, however it is a reasonable expectation that as the 2 banks deal with the legacy issues and move back into profit the shares will appreciate in value. The key for the state is timing of the decision to sell, the method of sale etc.
