Whether the total bills will rise is another thing dependent on what KCC, DTC and the emergency services want.

That is what I am thinking Roger but as the bill comes in from DDC and money paid to them they take the flak. The vast majority don't read the attached paperwork which explains who gets what.

Town and parish precepts are likely to rise to counter the likelihood of a cap being introduced soon, alongside a requirement (official or not!) to provide more of the services that are being restricted at district and county level e.g. grass cutting and hedge trimming.
