    The money may well be in DDC's coffers but it is ring-fenced for the Kearsney Project. If for some reason it did not go ahead the HLF would not say to DDC "never mind, you use the money for whatever you else you see fit". I think the implication expressed by the Governing party in their literature is pretty obvious and we are all supposed to be grateful for their vision and largesse (albeit that whenever they claim they are spending money for the district, they for some reason think we don't realise that it comes from our pockets).

    The bid to the HLF was made by officers (albeit ratified by Council) which is why our three parks suddenly morphed into one (Kearsney Parks) because Kearsney on its own did not qualify for such large funding. No councillor, of whatever stripe, came up with the plan for Kearsney nor did they do any work on the bid. If credit can be given, it should go to the officer who had the original idea for the bid and the officers who worked on it.
