    I always thought that boundary changes came about because of changes in numbers so the new ones would have roughly the same number of people in as the national average.

    Nothing like that in our ward changes - some have 1 district councillor while others have 2 or 3 and at town/parish level the lowest number of councillors is 1 and the highest is 14(fourteen).
