  At local level (Town and Parish) only when a vacancy occurs it must be advertised, and then the electorate can call for an election. If there is no call then the existing council members can co-opt a willing volunteer to fill the vacancy.
  
  The exception is the first meeting after an election when there is a vacancy and it can be done at the meeting, the election notice is regarded as the equivalent of advertising the vacancy so no need to repeat the process.
  
  It's done to avoid the cost of an election at local level where funds are restricted when there is only one candidate.
