    Is the place not run, solely by volunteers? That might be partly the reason, but, I must admit I am not 100% sure that is right. Also, was there not a bit of a scuffle between Mr Philip and our town clerk a few months back in relation to the Roman painted House? It would certainly make for slightly more entertaining Council meetings and they might last a bit longer, if he was elected. Some meetings don't last long enough for the seat to warm up.
