  Yes some do manage it,but sometimes they play one Council against another.For excample toilets caused divisions.Another excample town Councillors know that DDC donot have budgets for some improvements however manage to blame DDC .You cannot serve two masters .
  When Cllr Watkins was a KCC Member he was not a district Councillor ..I still cannot understand how the street furniture in Dover was painted blue when some DDC members were against it .A case of Town Councillors wearing two hats .
