Of course he is actually right - "duty free goods will attract more people to travel", it's just that I don't have the time to spend doing non-landers at 200 duty free cigarettes at £4.99/packet (per round trip).
As I recall from a Baltic cruise, calling in at non-EU Norway has the same effect that Charlie mentions and avoids the additional steaming costs to Dover (or Newcastle).
